Key Accountabilities
  • As a member of a multi-disciplinary team, you will be part of the Payroll Capability-Human Resource management program working primarily on the Rostering, Time & Attendance project.
  • The initial tasks will relate to the discovery and the design phases of the of the project.
  • Review and evaluate the requirements captured by the vendor undertaking the discovery and design. Ensure requirements are captured in the form of Epics, features and user stories and align with the Territory’s business needs.
  • Assist with the development and management of project and program documents.
  • Manage the requirements and design documents during the procurement and build phases.
  • Ensuring the build meets all requirements and include appropriate traceability. Develop and maintain Requirements Traceability Matrix for the project.
  • Assist with and provide advice on testing across the program.
  • Make sure the relevant governance documents and meetings meet the overarching PC-HRM program guidelines.
  • Utilise previous experience in Rostering, Time and Attendance projects, bringing additional insights and value to the project.
  • Provide risk and issues management advice and deliver status updates in relation to Business Analysis.
  • Work as a member of an integrated program team, with a high-level of autonomy under broad direction while resolving issues and ensuring delivery of outcomes.


Key Requirements
  • Highly skilled business analyst with advance knowledge and experience in workshop facilitation, requirements gathering, solution design, stakeholder management, system analysis, data analysis, process mapping, documentation, and testing.
  • Experience in Rostering, Time & Attendance project preferably in a government organization.
  • Experience working in Agile projects using Azure DevOps.
  • Experience working with external vendors and suppliers and ensuring their deliverables are in accordance with the Territory’s requirements.
  • Experience in creating and reviewing test cases as per requirements and assisting in various phases of testing as required.
  • Excellent analytical capabilities including the ability to work with and understand data, developing business requirement specifications, functional and non-functional specifications.
  • Ability to create requirements using Agile principles like Epics, Features, User stories and Acceptance criteria.
  • A current ACT Government CMTEDD issued Personnel Vetting Program certificate (Baseline clearance equivalent) is required for this position, or the ability to obtain and maintain one.
